A long drawn constitutional reform process in Kenya culminated in the enactment of the Constitution of Kenya, 2010. Among the key pillars of the Constitution is chapter eleven on devolved government. As the devolved system of governance takes shape, it is emerging that there are capacity gaps that must be addressed if the full impact of devolution is to be realized. Leaders and officers at the County level need to be equipped with skills and information that will enable them to understand, embrace and effectively implement development and service delivery plans for their respective Counties.

To contribute to the efforts of addressing the capacity gaps at the Counties, Kara in collaboration with the Decentralization and Governance Non State Actors Network (DEGONSA) has rolled out a training programme targeting County leaders and officers both in the legislative and executive arm of the County Government.

The interactive trainings which run for a period of 3-4 days are conducted by high caliber experts competent to handle the focus area of training. The trainings also promote cross-county learning by allowing participants to share real life experiences from their respective counties and learn from each other.
